This paper is devoted to the assessment of the economic uncertainty of Serbia in its recent history. Economic uncertainty is a state of insecurity and unpredictability of future events, accompanied by concern about worsening financial conditions, when businesses, individuals or households fear that they will not be able to cover their basic investment costs or living expenses due to investment uncertainty, low incomes, high inflation, job loss or lack of social protection, all of which make planning and decision-making difficult and strongly affect the mental health of individuals and the stability of society. The paper provides an overview of the most significant indicators of economic uncertainty in the world, as well as some its approximate measures for the case of Serbia for which there are available data. Affected by various external and internal shocks, Serbia is facing worrying economic uncertainty, accompanied by slow and uneven economic growth, weaker external demand and global volatility, reduced exports and declining public and private investments, as well as geopolitical, trade and regional insecurities. The channels of transmission of economic shocks to the country’s economy are reflected in: a) rising energy prices, b) rising living costs and accelerating inflation, c) reduced investments and d) expansive fiscal policy. However, despite everything, the country still maintained its macroeconomic stability, credible fiscal policy and an adequate level of foreign exchange reserves. At the end of the paper, concrete recommendations are given for overcoming the crisis, with special emphasis on strengthening the quality and transparency of weakened institutions.

A green economy is an economy that results in improved human well-being and social justice, while significantly reducing environmental risks and damage to the environment. The aim of this paper is to empirically assess the impact of digital transformation on green growth in European Union countries. The article conducts correlation and regression analysis of cross-sectional data on a sample of twenty-six European Union countries in 2022. The measure of green growth is the Green Growth Index (GGI) published by the Global Green Growth Institute. The measure of digital transformation is the Digital Competitiveness Ranking score of the International Institute for Management Development (IMD). The research results show that digital transformation in the observed European Union countries has a positive impact on green growth.

The transition toward a green economy requires innovative approaches that integrate economic growth with environmental sustainability. Digital tools play an increasingly important role in supporting this transition by enabling more efficient resource management, reducing environmental impacts, and fostering sustainable business models. This paper explores the role of digital technologies – such as big data analytics, artificial intelligence, the Internet of Things, and digital platforms – in promoting green economic development. The study analyzes how these tools contribute to energy efficiency, emission reduction, circular economy practices, and sustainable decision-making in both the public and private sectors. Furthermore, the paper identifies key challenges related to digitalization, including technological gaps, high implementation costs, data security issues, and the digital divide. Based on the analysis, the paper highlights best practices and provides recommendations for policymakers and stakeholders on how to effectively leverage digital tools to support sustainable and inclusive green economic growth.

Technological innovation is defined as the process of introducing new or improving existing technologies with the aim of creating a new or significantly improved product, service or process, implying the application of scientific or technical knowledge in the generation of innovative solutions that increase productivity and efficiency, create added value, encourage economic growth and competitiveness, bring new business opportunities and enable greater adaptability to market changes. As a kind of mix of creative ideas, research and development (R&D) acitivies, technological innovations play a key role in the development of modern society, economy and industries. Their special dimension consists of green technological innovations that rely on the development and application of technologies aimed at minimizing the negative effects of people’s activities on the environment and wider society. Green technological innovations are sustainable by their nature, which is why they are already 376 ”Challenges of Digitalization in the Green Economy” Belgrade, October 30th, 2025 widely used in the green transition process. In addition to a detailed analysis of the concept and effects of technological innovations and their connection with the UN’s Sustainable Development Goals (SDGs), this article also provides an overview of the most important technological innovations that are widely used in the world and in Serbia. Unlike the countries of the European Union (EU) and the region of Southeast Europe (SEE), which are more focused on digital and green technological innovations, recycling and various circular solutions are applied to a greater extent in Serbia, while smart and digital solutions are used to a much lesser extent. The article concludes that these innovations have enormous importance for the economy of Serbia, especially in the context of its sustainable growth and development, environmental protection and harmonization with EU standards, but that their ultimate success still depends on the achieved synergy between the state, policy makers, the private sector, the academic community and the citizens themselves.

Sport brings many social benefits that are reflected in general physical and mental health, building sportsmanship, increased satisfaction, as well as socially desirable forms of behaviour. However, investments in sport also cause numerous economic effects such as the creation of new jobs, local and national economy growth, the development of local tourism, the growth of the construction industry, the growth of tax revenues, the development of infrastructure, the promotion of the country’s image, etc. The aim of this paper is to assess the impact of the sports industry, expressed in the export of sports goods and public allocations for sports and recreation, on the economic development of eleven post-socialist countries of Central and Eastern Europe in the period between 2012 and 2022. The paper applied the Within two-way panel regression fixed effects model, the results of which were confirmed by further using of the Artificial Neural Network model. Both methods used confirmed that the strongest and statistically significant impact on the economic development of the considered countries belongs to the exports of sporting goods, followed by a somewhat weaker, but also positive and statistically significant impact of public expenditure on sport and recreation. The article concludes that, although positive and statistically significant, the impact of these variables is still minor compared to some other factors that largely determine the economic trends of the country. Despite this, investments in sport and the development of the sports industry should be increased due to the numerous wider, direct and indirect benefits that sport brings to the entire society.

Energy and energy resources are of great importance in the contemporary technologically sophisticated economy, digitalized society, and the era of knowledge economy. Namely, energy is an area of special importance for the entire economy and society because a stable, sustainable, modern, secure and well-functioning energy sector contributes to the wellbeing of the entire economy and society. Today, special emphasis is placed on the use of cleaner and more sustainable energy with the aim of improving energy security, as well as environmental protection. In that sense, the importance of the energy transition comes to the fore, which means the transition of the energy system from the use of fossil fuels to the energy production and consumption based on renewables. The increasing penetration of renewable energy into the energy supply mix, the beginning of the mass electrification process, and improvements in energy storage systems are the key drivers of this process. This paper deals with the analysis of current trends in energy transition in the world, monitoring its situation in Serbia, as well as considering the impact of the coronavirus pandemic COVID-19 on the direction, and intensity of its current trends. Although the current wave of energy transition is largely driven by concerns about environmental sustainability, and the global economy, global energy supply remains extremely carbon-intensive. The COVID-19 coronavirus pandemic has led to new challenges in this area, as well as a significant and unforeseen decline in global GHG emissions. However, unlike the situation in the world, the pandemic did not significantly affect the energy transition in Serbia, where this process is still in its infancy. Although Serbia has great potentials in renewable energy sources that could largely replace the use of coal, conservativism and the strong mining lobby dominate Serbian society, which could significantly jeopardize this process.

The rapid spread of the Covid-19 virus has forced the governments of most countries to introduce restricted movement and social distancing measures from March 2020. Restricted movement measures have led to a decrease in the production of goods and services and a sharp decline in most economic indicators. The new circumstances caused by the pandemic hit the wholesale and retail trade, accommodation and food services, transport, and some manufacturing sectors the hardest. This paper examines the impact of the COVID-19 pandemic on employment indicators in Serbia, compared to changes in the labour market of other Western Balkan countries. The Covid19 crisis has halted the upward trend in employment rates in recent years in most Western Balkan countries. However, the employment rate remained relatively stable because of fiscal policy measures aimed at retaining or creating jobs and supporting firms‟ liquidity. Fiscal measures have contributed to the maintaining or even increase the number of formally employed. At the same time, the number of informally employed decreased significantly. The largest changes in employment indicators have been in the second quarter of 2020. The effects of the Covid19 crisis had the largest impact on vulnerable groups of employees, particularly on the reduction of informal employment, part-time employment rate and number of temporary employees. In the second quarter of 2020, the growth of the number of employees absents from work and those who work from home was significant, as well as the growth of working hours lost. Fiscal measures have enabled short-term relative stability of labor market indicators. However, the long-term impact of the COVID-19 crisis on the labor market will depend on the recovery of the Serbian economy, but also of the economy its main foreign trade partners.

The COVID-19 coronavirus pandemic has brought a new reality to the contemporary economy and society, and has also led to inevitable economic, health, social, psychological, and mental consequences. Macroeconomic data indicate that Serbia has begun to face the recession caused by this health crisis, which has mostly affected its budget and public debt, tourism and transport, and to a lesser extent industry, construction and foreign trade. Serbia has already used most of its available fiscal space at the beginning of the pandemic, by paying a package of incentives worth almost 13% of domestic GDP, and in early 2021, it adopted a new package of measures to help the economy to prevent mass layoffs and more efficient fighting a pandemic. The healthcare system of Serbia also experienced great pandemic shocks. Since the total health expenditures in the period from 2012 to 2017 recorded a certain decline, Serbia faced the inevitable growth of these costs due to poor equipment and weak capacities of the healthcare system, but also increased needs for drugs, vaccines and equipment. Since the beginning of the pandemic, Serbia has received the largest financial assistance for fighting this disease from the EU, followed by Norway, the US and Switzerland. Finally, with the appearance and spread of the virus came the initial shock, followed by the emergence of negative emotions in the population, general anxiety, restlessness, nervousness, and depression, difficulty controlling emotions, fear, and mental illness.

As a practical application of new ideas, innovation is a multidimensional, complex, dynamic, long-term, and cumulative process based on organizational decision-making, from the stage of a new idea's emergence to its final implementation. There is a strong positive correlation between innovation and economic growth. Access to finance is a key driver of new innovative ventures' creation, survival, and growth. On the other hand, the lack of financial resources prevents and inhibits the growth and development of new innovative companies. This paper considers bootstrapping, crowdfunding, and mezzanine financing as widely accepted, specific innovation funding sources worldwide.

Circular economy (CE) is a relatively new model of production that focuses at achieving savings in energy consumption, raw materials, and other resources in order to optimize the social, environmental, technical and economic effects of used materials and circular products in a given society. As a relatively new framework for waste and resource management, the CE concept takes the place of the traditional linear model of production (the take-make-discard model), emphasizing systemic, planned and rational thinking and action. Today, examples of circular solutions in the contemporary world are numerous and present in many industries such as manufacturing, computing, construction, furniture industry, food industry, design and others. The article discusses in detail the difference between a linear and a circular model of economy, as well as the underlying principles on which this innovative concept is based. The paper also provides an overview of various innovations in the circular economy, pointing out their features and benefits. The article specifically examines product innovations, process innovations, eco-innovations, as well as incremental and radical innovations in this area. Finally, the article analyses the latest trends in the circular economy, with special emphasis on the business sector, the food industry, as well as on textile, pharmaceutical, automotive, construction industry and service sector.

The aim of this article is to examine the impact of the use of agricultural extension, advisory services and agricultural loans on the introduction of agricultural innovations in the Republic of Serbia. Agricultural innovations are incremental changes through which individuals and organizations introduce new or use significantly improved products, services or ways of organizing in order to increase the performance of agriculture. While agricultural extension involves agricultural knowledge, information and skills that are passed on to farmers, their associations and other value chains market actors, agricultural loans are one of the most important financial instruments available to them. In order to investigate the predictive power and influence of these variables, the paper applied the method of binary logistic regression due to the categorical nature of predictors and the dependent variable. Based on the conducted research, the article found that the use of agricultural loans does not have a statistically significant impact on the introduction of agricultural innovations in Serbia, while agricultural extension has. The article concludes that for the further flourishing of agricultural innovations, the development of advisory services, as well as for the development of various fiscal incentives and rural financial instruments, it is necessary to continuously develop the devastated Serbian village and invest more intensively in rural development. This is the only possible way to prevent further waves of rural population emigration to cities, as well as to improve their knowledge, propensity for innovations and livelihoods.

The Covid-19 coronavirus pandemic of 2020 brought huge changes, leaving unforeseeable consequences for the global economy, the business community and people's lives. It has led many companies to resort to working from home. The pandemic also forced many educational institutions around the world and from the Republic of Serbia to adapt to the new reality by actively implementing electronic teaching. The aim of this paper is to determine whether this new teaching method could have affected the quality of teaching outcomes and educational processes in the country. In the article, Wilcoxon signed rank test was conducted on the grades of a selected sample of 100 students from a higher public school of economics from Serbia in order to determine the size and statistical significance of the difference between median samples, before and after the transition to electronic learning. The results of the analysis showed that the transition to electronic teaching most likely improved the quality of educational processes and results in Serbia, indicating a statistically significant difference between the sample medians. Despite the described limitations of the study, it is possible that this type of teaching has improved the quality, inclusiveness and resilience of educational processes in the country.

Poljoprivredne inovacije su procesi u kojima pojedinci i domaćinstva uvode ili unapređuju postojeće proizvode, procese ili načine organizacije svojih aktivnosti sa ciljem razvoja poljoprivrede, rasta produktivnosti i efikasnosti, smanjivanja siromaštva, suočavanja sa ekološkim i klimatskim izazovima i dr. Sa druge strane, finansijske inovacije u poljoprivredi, kao uvođenje novih ili unapređivanje postojećih instrumenata finansiranja, imaju za cilj da postanu dostupnije njihovim korisnicima, u boljoj meri pokriju njihove potrebe, kao i da omoguće bolje upravljanje rizicima finansiranja. Obe grupe inovacija mogu snažno uticati na produktivnost, rast i konkurentnost poljoprivrednog sektora, kvalitet proizvoda i dohodak poljoprivrednika. Ovaj rad se bavi proučavanjem i klasifikacijom poljoprivrednih inovacija, kao i analizom nekih inovativnih modela finansiranja u uslovima u kojima i privatni sektor i poljoprivrednici nerado ulaze u dužničko-poverilačke odnose. U ovakvim okolnostima dolazi do izražaja i potreba za finansijskim opismenjavanjem poljoprivrednika, kao i za unapređivanjem finansijske i opšte infrastrukture u ruralnim oblastima.
